Search operators
Search operators: whoever runs childcare centers or Head Start programs and is not a school district. A merged operator is never listed. `state` is where one runs active centers or Head Start programs, not only where its office is, and it scopes center_count, center_seats, head_start_count and head_start_slots to those states. The 990 filters read its returns that count: for each tax period, the current return, once read.
