Research the person behind a transition POST

On-demand person research: starts one person-brief agent run for (project, transition) — the same research the nightly cron pre-builds for the most relevant moves. Responds 202 with status=building when a run starts; a ready brief or a fresh in-flight build short-circuits with 200 and started=false. Same `leadership_transitions` module gate as GET /transitions; the project_id must belong to the caller's organization.

The seller's current slate from the leadership-relevancy agent: the transitions it judged most worth their attention, each with the agent's rationale and rank. Replaced nightly.
